Community Services

Community Services - Community services consist of federal, state, and local government spending for publicly or privately operated community-based residential programs serving 15 or fewer persons per setting.

Competitive Integrated Employment (CIE)

Competitive Integrated Employment (CIE) - Defined by the the Workforce Innovation and Opportunity Act (WIOA), CIE is work that is performed on a full-time or part-time basis for which an individual is a) compensated at or above minimum wage and comparable to the customary rate paid by the employer to employees without disabilities performing similar duties and with similar training and experience; b) receiving the same level of benefits provided to other employees without disabilities in similar positions; c) at a location where the employee interacts with other individuals without disabilities; and d) presented opportunities for advancement similar to other employees without disabilities in similar positions. Day Habilitation

Day Habilitation - Regularly scheduled activities in a setting separate from the participant’s residence, including assistance in acquiring, retaining and improving self-help, socialization, and/or adaptive skills. (State of the States)

Developmental Disability (DD)

Developmental Disability (DD) - A group of conditions due to an impairment in physical, learning, language, or behavior areas. These conditions begin during the developmental period, may impact day-to-day functioning, and usually lasts throughout a person’s lifetime. (CDC.gov)

Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act)

Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) - Legislation that authorizes programs in every state and territory to empower individuals with developmental disabilities and their families to help shape policies that impact them. (ACL.gov)

Family Supports

Family Supports - Community-based services provided to families of children or adults with ID/DD living in the family home with the family as the primary beneficiary. The state IDD agency may provide vouchers, direct cash payments to families, reimbursement, or direct cash payments to serve providers. There are two categories of family support, 1) financial subsidy/cash payments to families; and 2) general family support payments including respite care, family counseling, equipment, architectural adaptation of the home, parent education and training, or other state designated categories of family support. Federal Medical Assistance Percentages (FMAP)

Federal Medical Assistance Percentages (FMAP) -  States manage Medicaid programs and share the costs of these programs with the federal government. The Centers for Medicare and Medicaid Services (CMS) pays back each state a percentage of its total Medicaid Expenditures. The percentage of the costs returned to the states from the federal government is the state’s FMAP. Each state has a different percentage for its total Medicaid expenditures. (CMS.gov)

Home and Community Based Services (HCBS)

Home and Community Based Services (HCBS) -  Home and community based services (HCBS) provide opportunities for Medicaid beneficiaries to receive services in their own home or community rather than in institutions or other isolated settings. (Medicaid.gov)

Individual Support Technologies

Individual Support Technologies - Individual support technologies are identified as technologies for personal use. These may include technologies such as augmentative and alternative communication systems (AAC), computers, tablets, way-finding support devices, or more traditional assistive technology such as hearing, speech, vision and mobility technologies.

Institutions

Institutions- Residential facilities, that assume total care of the individual who are admitted. Institutions must be licensed and certified by the state, according to federal standards. These are Intermediate Care Facilities (ICFs). (Medicaid.gov)

Intellectual Disabilities (ID)

Intellectual Disabilities (ID)- Intellectual disability is a condition characterized by significant limitations in both intellectual functioning and adaptive behavior that originates before the age of 22.  (AAIDD.org)

Intellectual and Developmental Disability (ID/DD)

Intellectual and Developmental Disability (ID/DD) - A term used to describe a group that includes either people with both intellectual disability and another developmental disability or a group that includes people with intellectual disability or another developmental disability (AAIDD.org)

Intermediate Care Facility for Individuals with Intellectual Disability (ICF/ID)

Intermediate Care Facility for Individuals with Intellectual Disability (ICF/ID) - An optional Medicaid benefit that enables states to provide comprehensive and individualized health care and rehabilitation services to individuals to promote their functional status and independence. (Medicaid.gov)

Long-Term Services and Supports (LTSS)

Long-Term Services and Supports (LTSS) -  Care provided in the home, in community-based settings, or in facilities such as nursing homes for older adults and people with disabilities who need support because of age; physical, cognitive, developmental, or chronic health conditions; or other functional limitations that restrict their abilities to care for themselves. Medicaid

Medicaid - Medicaid provides health coverage administered by the states, according to federal requirements. It provides health coverage to millions of Americans, including low-income adults, children, elderly adults, pregnant women and people with disabilities. It covers many long-term services and supports. (Medicaid.gov)

Nursing Facility

Nursing Facility - Long-term care settings supported by Medicaid that provide skilled nursing (medical care), rehabilitation, long-term care for health-related care and services. (Medicaid.gov)

Out-of-State Placements

Out-of-State Placements- When long-term services and supports are paid for one state but provided in another (State of the States)

Personal Assistance

Personal Assistance-  Services that provide adults with ID/DD the necessary level of support to remain in their homes. This includes guidance toward more independence and arrangements that exercise a measure of participant-direction. 

Personal Income

Personal Income - Income that people get from wages and salaries, Social Security and other government benefits, dividends, and interest, business ownership and other sources (BEA.Gov)
